Cambodia and the Philippines are the only
two of the ten ASEAN states to have abolished capital punishment. Cambodia wrote
this abolition into the constitution back in 1989 and it was in the same year that the last Cambodian state-execution was carried out. The Philippines initially
abolished capital punishment in 1987, re-introduced it in 1993, and
re-abolished it in 2006.
A capital punishment sentence is still possible
in Vietnam for offences such as embezzlement, fraud, drug trafficking and the cover almost-all charge of ‘undermining peace.’
Thai citizen, Preeyanooch Phuttharaksa lost her appeal against the death sentence recently. The 24 year-old woman was convicted for smuggling drugs into Vietnam and should she not be successful in a further appeal will be executed by lethal injection. The Vietnamese replaced the use of a firing squad to kill the condemned with an injection last year.
