Cambodia 1965 (2): But Which Games?

It's obviously a games opening ceremony.

But which games? The most likely candidate, the Southeast Asian games, were held in Kuala Lumpur in 1965. And while due to be held in Phnom Penh in 1963 they were cancelled because of internal unrest.

So what is the event? Cambodia's national games?
