When one bureaucratic group- the Japan International Cooperation Agency- meets another -the Cambodian Government- you shouldn't expect much, or else you’d be disappointed. Very disappointed.
The Japanese have been working with the Cambodians on a ‘Transport Master-plan’ to solve Phnom Penh’s rapidly increasingly traffic problems. They have been doing so since 2001. Yet they don’t expect the plan to be completed until at least 2014.
After 13 years working on solutions it’s got to be some plan, right?
Well maybe it is. Trouble is though; they don’t expect to implement their masterstrokes until 2035. 2035!
And even that doesn’t seem likely; implementation coming after a full 20 years of massive change and development in Phnom Penh surely means they’ll need, well, another plan.
