Hun Sen is referring to villagers protesting loudly and bitterly at the loss of their homes and lands.
Samdech Akka Moha Sena Padei Techo Prime Minister Hun Sen doesn't explain however, why those affected should lay their trust in 'authorities' to solve the problem when as often as not it is those in authority that have taken the land in the first place.
