'Two aspects of this table are of interest: only a tiny minority (rising at
most to 13%, among those who have completed secondary studies) thinks that one should not have to pay in
order to obtain a civil service job; and, on average, becoming a low-level policeman is deemed to cost about
500$ - quite more than one year’s salary.'
It's easy to see then that one doesn't pay a bribe to secure a good salary; the bribe is paid to procure a money making opportunity.
